Fix unit tests for new metric implementation

Implement telegraf's own full metric type
...
main reasons behind this:
- make adding/removing tags cheap
- make adding/removing fields cheap
- make parsing cheaper
- make parse -> decorate -> write out bytes metric flow much faster
Refactor serializer to use byte buffer

Copy metrics for each configured output

This is for better thread-safety when running with multiple outputs,
which can cause very odd panics at very high loads
primarily this is to address #1432
